Last week the government released the White Paper for Vulnerable Children.

Part of the document's recommendations include a proposal to create a database of 30,000 'at risk' children, which can be accessed and added to by professionals.

However, the move has been criticised by experts as 'information gathering' rather than active and solution focused.
