The Dunedin City Council is about to start considering its long term plan, which lays out the city's future for the next 10 years.

A forecast rates rise for the coming year, in part because of extra stadium costs, is expected to draw substantial public feedback.

But the council's chief executive is quick to point out it's a "business as usual" plan, with no surprises.
