Twelve months' work planning, listening, debating, and budgeting is almost over.
On Monday, the Dunedin City Council will vote to set a 4.9% rates increase in its annual plan, a percentage even lower than promised.
But within the same agenda is almost $60 million of debt the city plans to draw down this year.
